A mill batches and softens the fibre, cards and spins it, weaves hessian or sacking, then finishes, cuts and stitches it into bags before dispatch. Government sacking orders and open-market export orders run side by side through the same looms.

Kolkata is not just a market for jute; it is where the mills, the association, the government procurement agency and the export trade all sit within the same city.
